Several months prior to that, we featured the news release Capzero IC safely discharges X capacitor from Power Integrations: "Power Integrations has launched Capzero, two-terminal, automatic X capacitor discharge ICs that eliminate power losses while allowing power supplies to comply with safety standards. ".
