Following on from last week's Editorial on recycling, I am indebted to Derek Elder of Electronics Scotland who writes:
"The WEEE Directive is a major issue for member companies of Electronics Scotland (trade body for the whole technology supply chain in Scotland: http://www.electronics-scotland.com).
The producers have no issue about the objectives of the directive - I noted your comment about what the handset makers might say and do when they have end-of-life takeback responsibility, and about recycling and offshore shipment. Industry concerns focus on interpretation and implementation by the regulator, in our case the Scottish Environment Protection Agency, which may drive the actual recycling business offshore in the same way that the Packaging Waste Regulations saw most of the waste exported for treatment elsewhere - a lost business opportunity to the UK.
In terms of who pays (all of us) and what is paid for (enforcement), cost that simply pays for process that itself doesn't help to achieve the objective is just another tax on an industry that is still fragile. We are trying very hard to generate and sustain the recycling industry as an accepted component of producers' downstream supply chain although many OEMs/CEMs still see their environmental responsibilities as something that can be outsourced in terms of both service and decision making about that service.
There is strong lobbying position in England being taken by Intellect, the former Federation of Electronics Industries (http://www.intellectuk.org/ ) on how the WEEE Directive is to be brought into national legislation and regulation and we are working with them on a joint position that can help foster and sustain a UK recycling industry - there's no reason why the big (and profitable) recycling operations should be happening in places like Netherlands, Switzerland, Germany and Singapore with our end-of-life equipment being shipped there".
Ah well Derek, as they say in the North of England, "Where there's muck, there's brass", although in this case there's also gold, lead, cadmium, lithium, nickel, copper etc.

4. FireWire controller cuts out the A/V rat's nest
A new 1394 FireWire device from Texas Instruments enables the highest quality of sound in consumer A/V equipment and reduces the number of cables needed for high-quality component interconnect from six to one. 8. Convertors simplify third-generation basestations
Three novel convertor-based solutions for wireless applications provide a foundation for software radios in multicarrier and third generation wireless applications.
