Today’s meeting of European transport ministers will be more significant than usual in that it will give the green light to Galileo, Europe’s alternative to GPS.
Current estimates put the cost of the 30-satellite project at around GBP 2 billion, but you wouldn’t want to put your shirt on it coming in under budget. For all that, though, it looks like money well spent.
Readers who plough their way through the justification of the project put forward on the European Commission sponsored website at www.galileo-pgm.org may be forgiven for feeling the whole thing has been provoked by paranoia. And no doubt the argument that Europe should not depend too strongly on US technology will be reiterated at today’s meeting.
But aside from that, the fundamental work involved in the project will advance European technology in a number of strategic fields, to say nothing of boosting the European Space Agency. And the finished project will be entirely complimentary to the soon-to-be revamped US GPS system.
Even with approval today, Galileo is a long-term project, with initial proving not scheduled until 2008. However, that timescale is ample in catering for a scheduled global boom in the demand for such services between 2010 and 2020.
One key aspect of Galileo is in its civil focus, as opposed to GPS which has always been primarily a military system. And this may prove both its strongest feature and its greatest vulnerability. Already reports are emerging that the US military fears that the encryption used by Galileo could interfere with its GPS signal.
It’s all rather reassuring really: the “not invented here” syndrome appears to be alive and well on both sides of the Atlantic.

A new generation of DAC technology from Fujitsu not only increases resolution to 14bit but raises conversion rate to a minimum guaranteed 1Gsample/s, again using CMOS technology. Previously Fujitsu's launch of the MB86061 represented the world's fastest single port 12bit CMOS digital to analogue convertor (DAC). 2. Single-chip decoder handles all TV and PC formats
Texas Instruments has released the industry's first all-format digital video decoder that enables PC graphics formats and standard and high-definition video formats to coexist in display applications. The video decoder, which is a single-chip analogue front end, provides end users with flexible viewing of multiple video formats and dramatically lowers board-level chip count and improves time-to-market for OEMs. The TVP5200 includes three 9bit 165MHz ADCs, a single 10bit 80MHz ADC and a programmable RISC CPU.

3. Upgrade for programmable logic design suite
The latest version of Celoxica's DK1 Handel-C-to-hardware design suite includes new features for system-level hardware and software codesign, cosimulation support for ARM and PowerPC embedded processors, improved synthesis, enhanced area and delay analysis, improved VHDL output, Verilog output, 100 times faster simulation, and support for Actel, Altera Excalibur and Xilinx Virtex II Pro devices. The DK1.1 design suite supports the design, validation, iterative refinement and implementation of complex algorithms in hardware.

4. Tiny multichannel dispersion compensating grating
Southampton Photonics has released the smallest available multichannel dispersion compensating grating (DCG). Measuring only 180 x 6.5mm in packaged format, the BragNet DCG can compensate for chromatic dispersion in up to four optical network channels simultaneously and individually. It uses a chirped Fibre Bragg Grating (FBG) design to match the dispersion slope of any fibre type to within 99% accuracy per channel and could be used for producing ultra-small sub- or full-band compensation modules.

5. Novel laser design cuts optical power penalties
Zarlink Semiconductor has designed and demonstrated a patent-pending, large-aperture vertical cavity surface-emitting laser (VCSEL) that increases the performance and reliability of multigigabit VSR optical interconnect equipment. In laboratory tests, the 12-micron aperture VCSEL achieved 10Gbit/s transmission at 80C over 300m of high-bandwidth fibre, with a power penalty of only 0.5dB. Zarlink's large-aperture 850nm VCSEL is also capable of transmitting light at even higher speeds.

6. AC/DC convertor shrinks to typical DC/DC size

A new range of isolated PCIbus digital I/O cards provide high-level digital sensing and switching (up to 60V and 350mA) that are beyond the capacity of traditional TTL digital I/O cards. 9. Fibre-optic cable needs no armour
Pirelli has developed a novel range of dielectric fibre optic cables offering greatly improved resistance to crush and impact, thanks to a unique integrated protection system. The Air Bag cable is based on a composite structure of extruded polymeric materials, each with its own specially selected mechanical properties. Designed to replace heavy, rigid metal-armoured cables in situations where damage protection is a major concern, Air Bag cable is not only lighter, more flexible and easier to install than armoured alternatives, but offers much better resistance to compression and shocks, which can damage or even permanently disable cable performance.
